Graduated in Electronic Engineering from the University of Brasília – UnB, in December 1980. Specialization course in Telecommunications. From 1987 to 1990, he served as a Technical Advisor to the Special Secretariat of Informatics - SEI. Between 1991 and 1996, he served as Chief of the Department of Information Policy. From 1997 onwards, he held the position of Coordinator-General of Informatics Policies at SEPIN/MCT.
He participated in and coordinated several Technical Groups and Committees on industrial and technological policies from 2003 to 2010: Industrial, Technological and Foreign Trade Policy - PITCE, Productive Development Policy – PDP and Plano Brasil Maior – PBM and the National Strategy for Science, Technology and Innovation - ENCTI. In June 2003, as Coordinator-General of the Microelectronics Coordination of the Secretariat of Information Policy of the Ministry of Science, Technology and Innovation, his main role was to propose and implement an industrial and technological policy for the Microelectronics and Displays sector.
He actively participated in the elaboration and proposal of the policy created in May 2007, called the Support Program for Technological and Industrial Development of the Semiconductor Industry – PADIS. Representative of MCTIC in the Millennium Bug Commission (Year 2000), in the Digital TV Technical Group (Years 2004 and 2005), in the Interministerial Technical Group Specifications GT-SINIAV – Vehicle Identification System (2006), in the Joint Brazil-Japan Technical Group Digital TV System (since 2005), in the Basic Production Process Technical Group (since 1993), Coordinator of the Interministerial Technical Group GTI-PADIS, responsible for monitoring the PADIS Program and member of the Coordination Commission of the CI-Brasil Program, created in 2006.
Between January 2019 and June 2022, he held the position of Coordinator-General of the Digital Technologies Coordination - CGTD of the Secretariat of Entrepreneurship and Innovation - SEMPI of the Ministry of Science, Technology and Innovations – MCTI. Between June 2022 and January 2023, he served as Director of the Department of Science, Technology and Digital Innovation – DECTI, of the Secretariat of Entrepreneurship and Innovation - SEMPI of the Ministry of Science, Technology and Innovations – MCTI. In March 2023 he was appointed Acting Secretary of the Secretariat of Science and Technology for Digital Transformation – SETAD of the Ministry of Science, Technology and Innovation – MCTI.
